New Regulations are coming into force to widen access to data on the energy performance of buildings.
Each time an energy performance certificate (EPC) is commissioned, the energy assessor producing the certificate collects data about the energy performance of the property to produce the certificate and this data is entered into the software used by the assessor. The software produces a data file and that data file is lodged by the assessor as part of the process of registering the resulting EPC.
That data file has not been available to the person who commissions the EPC, unless that person includes a requirement in the instructions to the assessor to supply them with a copy.
From 24 June 2024, the Energy Performance of Buildings (England and Wales) (Amendment) Regulations 2024 (2024/640) will amend the Energy Performance of Buildings (England and Wales) Regulations 2012 (SI 2012/3118) and building owners, landlords, occupiers and other third parties (with consent from the owner, landlord or occupier) will be able to view the information that is collected as part of the preparation of the EPC, whether or not that data has been entered on the Energy Performance of Buildings Register.
The new Regulations will also increase the range of data that the Secretary of State can publish online. Building owners and occupiers will still be able to request that data on their buildings is not published.
